Fourth Marijuana Dispensary To Open In Aspen, CO

COLORADO: The Snowmass Village Town Council will consider an emergency ordinance Monday night that would ban any new marijuana businesses through the first half of 2014.

The town must either adopt regulations for the licensing of retail pot businesses or opt out of Amendment 64, the statewide referendum that legalizes marijuana sales and consumption, prior to Oct. 1, according to a memo from Town Attorney John Dresser.

Town staff is recommending that the council enact the moratorium “in order to analyze and determine a course forward with input from the community,” the memo said.

The town hasn’t outlined how it will regulate recreational pot businesses or created a standard application process for licenses because it isn’t expecting any, the Snowmass Sun reported last week.

To apply for a license, a potential business must have a lease in the village, and most owners of commercial space have said they aren’t interested in leasing to marijuana businesses. The council didn’t think an opt-out ordinance was necessary when it was first proposed because it wasn’t expecting any applications.
