Illinois Medical Marijuana Program Faces New Crop of Challenges

ILLINOIS: The seeds of Illinois’ medical marijuana industry are expected to bloom this fall as more pot dispensaries could get the final green light to open.

Only one pot dispensary is licensed to sell medical marijuana so far under the state’s trial program, but a spokesman for the Illinois Department of Financial and Professional Regulation, which oversees the licensing of pot dispensaries, says more businesses could get the final thumbs-up soon.

“Dispensaries will continue to be registered on a rolling basis,” said the spokesman, Terry Horstman, in an email. “We do anticipate additional registries within the coming weeks.”

Illinois Medical Marijuana Approved For PTSD, Osteoarthritis

ILLINOIS:  Illinois residents could use medical marijuana to treat chronic migraines and post-traumatic stress disorder, but not anxiety or diabetes under recommendations that an advisory board agreed to on Monday.

The board, which is made up of doctors, nurses, patients and a pharmacist, held a public meeting in Chicago to consider whether to expand Illinois’ nascent medical marijuana program to include the treatment of additional diseases and disorders. The state Department of Public Health will consider the recommendations.

Besides chronic migraines and PTSD, the board voted to recommend adding osteoarthritis, irritable bowel syndrome, peripheral neuropathy and diabetic neuropathy to the list of qualifying conditions for the medical marijuana program.

Costs Adding Up For Illinois Medical Marijuana Entrepreneurs

ILLINOIS: In the world of medical marijuana entrepreneurs in Illinois, there’s plenty of green behind the grass.

Hundreds of would-be medical marijuana growers and sellers have put millions of dollars on the line hoping for coveted state permits that were supposed to issued by former Gov. Pat Quinn by the end of last year.

To snag those valuable permits, the entrepreneurs hired consultants, lawyers and lobbyists.

They’re already paying rent, in some cases, or have money tied up in options to buy property.

And now, they wait.  And with millions of dollars on the line, waiting can get expensive.

Blue Line Protection Group Hosts Free Security And Compliance Seminar For Illinois Medical Marijuana Industry

ILLINOIS: Blue Line Protection Group is hosting a free seminar to cannabis dispensaries, cultivation facilities, and other vendors and service providers to provide information about Illinois’ new medical marijuana industry.

The free medical marijuana seminar takes place on Thursday, January 15, 2015 from 3 p.m. to 6 p.m. at the Holiday Inn Convention Center at 1850 Convention Center Drive in Tinley Park, Illinois. Blue Line personnel will be on hand to provide information about:

  • Security and protection of dispensaries and cultivation facilities
  • Lawful, licensed and insured transportation of product and cash
  • Human resources and professional employment services
  • State and federal compliance requirements for marijuana-related enterprises
  • Banking considerations and how businesses can prepare
  • Secure payment solutions and cash alternatives

Illinois Medical Marijuana Applications Due Monday

ILLINOIS:  Two Illinois state agencies will accept applications for medical marijuana businesses until 3 p.m. Monday.

The Department of Financial and Professional Regulation and the Department of Agriculture will take applications for dispensaries and cultivation centers.

The state’s new medical marijuana law went into effect Jan. 1, but the first crop can’t be planted until permits for growers are issued later this year. The law prohibits patients from growing their own cannabis. Commercial growers will pay a 7 percent privilege tax on their marijuana sales.

Illinois expects to grant up to 21 permits for cultivation centers and up to 60 permits for dispensaries.

Illinois Medical Marijuana Registration Begins Today

ILLINOIS:  If you live in the state of Illinois, have one of the state’s recognized qualifying conditions, and have a last name that begins with a letter that falls between A and L, then Tuesday, September 2nd, 2014, is the first day you can register with the state for the new Illinois medical marijuana program.

If your last name begins with a letter that falls between M-Z, you will have to wait until November 1st to begin the registration process. By then, the application process will likely have been demystified and adjusted for the issues that will happen during the early stages of rollout, making the longer wait perhaps worthwhile for those whose surnames fall in the latter half of the alphabet.

If you live in the state and are wondering if you qualify, you will need to have a doctor willing to certify that you have qualifying condition that may respond well to medical marijuana.

Proposed Illinois Medical Marijuana Facility Advances

ILLINOIS:  The annexation of 248 acres of Manteno-area farmland could soon lead to the development of a medical marijuana manufacturing plant and ultimately a 160-acre industrial park.

The Manteno Plan Commission unanimously approved the annexation, industrial zoning and special use permit Thursday. The moves cleared just the first hurdle for the development of the 40,000-square-foot facility.

The matter goes to the Manteno Village Board on Tuesday for its approval. If, as expected, it gets that board’s OK, the request by Greenhouse Group partners Matt Darin and Mitchell Kahn to create the indoor growing facility will be on its way to the Illinois Department of Agriculture by mid-September.

The state is allowing only one entirely enclosed marijuana growing complex per Illinois State Police district. In addition to the Manteno request, a growing complex has been proposed in south Kankakee and another in Pilot Township in the western portion of Kankakee County.

Illinois Medical Marijuana Entrepreneurs Decry Fees

ILLINOIS: Vegetables, flowers and herbs grow in rows of green at Robert Boyce’s greenhouses in Lake Zurich — but what he’d really like to grow is marijuana.

Boyce, a horticulturist and landscape design architect, has run Natural Environments Greenhouses and Nursery and a florist shop for many years. He’s done work for the Chicago Botanic Garden and several Chicago-area public parks.

Yet none of that is enough to qualify for a license to grow pot under the new state law allowing medical marijuana, for which having a green thumb may not be as important as having lot of green to put up.

Under the proposed rules for the new law, Boyce and other would-be pot cultivators need a $2 million surety bond, $250,000 in liquid assets, $25,000 for an application fee, $200,000 for a permit fee and an approved site. The greenhouses he runs wouldn’t qualify because they’re next to a day camp for kids — one of many siting restrictions that also prohibit growing pot near schools and residential areas.

Proposed Illinois Medical Marijuana Rules: Your Pot Or Your Gun

ILLINOIS:  Patients who want to qualify for medical marijuana in Illinois would have to be fingerprinted for a background check and pay $150 a year — and give up their right to own a gun, state officials proposed Tuesday.

The plan outlines how adults who have any of 41 specified medical conditions, such as cancer, AIDS or complex regional pain syndrome, may apply to get a patient registry identification card to purchase medical pot.

The proposed rules are the first in a series of parameters expected to be outlined over the course of the year to govern how medical marijuana can be legally grown, sold and purchased. The Illinois Department of Public Health will take public comment on this set of rules until Feb. 7 and then submit them to a legislative panel for approval by the end of April.

Most of the rules address how a patient can qualify for an ID card to buy up to 2.5 ounces of marijuana every two weeks — or more if a doctor certifies that it’s necessary.
